Andrew Heng Yeng Hoe

Andrew Heng is a Senior Partner at Zain Megat & Murad (ZMM), where he leads the Construction & Energy Practice Group. He provides comprehensive litigation and advisory services to clients across a broad range of sectors, including construction, infrastructure, renewable energy, environmental, banking, insurance, property development, and manufacturing.

He represents clients in a wide range of construction disputes through arbitration, adjudication, and court proceedings. His expertise includes applications under the Arbitration Act 2005 and the Construction Industry Payment and Adjudication Act 2012 (CIPAA), as well as applications to restrain calls on performance bonds. He also handles construction-related tortious claims, such as professional negligence, occupiers’ liability, nuisance, and trespass.

Andrew has experience handling disputes in complex infrastructure projects, including airports, highways, rail systems, waste-to-energy plants, large-scale solar facilities, solid waste treatment plants, wastewater treatment facilities, and electrical transmission towers. In addition, he advises both international and local clients on compliance with regulatory requirements set by the Construction Industry Development Board (CIDB).

Andrew is empanelled as arbitrator and adjudicator with the Asian International Arbitration Centre (AIAC), an arbitrator with the Borneo International Centre for Arbitration and Mediation (BICAM), and a mediator with the Malaysian International Mediation Centre (MIMC). He is also a founding member of the ESG ADR Forum’s Steering Committee, serving as Director of its Professional Advancement and Community Engagement (PACE) Initiative.

Andrew holds a Bachelor of Laws (LLB) from the University of London and a Master of Laws (LLM) from the Northumbria University. He was called to the Bar of England and Wales in 2006 and subsequently to the Malaysian Bar in 2008. He is also a Fellow of the Chartered Institute of Arbitrators.

Andrew is known to his friends as an ardent football fan and a connoisseur of Chinese tea.
